Biography

Overview

Luca is an associate in the International Trade Practice, focusing on US trade remedies. He represents and advises foreign sovereigns and private clients across sectors, including steel, aluminum, and agriculture, in antidumping and countervailing duty investigations, as well as administrative and changed circumstances reviews. He has participated in proceedings before the US Department of Commerce, the US International Trade Commission, and the US Court of International Trade. He also advises importers in seeking relief from tariff remedies imposed under Section 232.  

In 2016, Luca was part of a team of lawyers and experts in a trade secret misappropriation investigation at the USITC following criminal trials in Italy, which obtained a default judgment for White & Case’s client based on a forensic computer inspection. As a result, the USITC banned the respondent’s products from importation into the United States for almost 17 years, a determination affirmed by the Federal Circuit in September 2017. 

Luca also has experience in the areas of Finance, Capital Markets and Corporate. Luca's experience also includes work for issuers in debt and equity securities transactions, including 144A and Regulation S offerings and private placements.
